Chris Forsgren’s practice focuses on assisting clients across numerous industries with a range of trade-related issues. Chris counsels clients on trade issues arising under both various US domestic trade laws and international trade agreements. He also has experience advising clients on international regulatory compliance issues, such as those related to export controls and national security controls on foreign investment.
Chris’s practice involves representing companies on all aspects of antidumping (AD) and countervailing duty (CVD) proceedings before the US Department of Commerce, International Trade Commission, and the US Court of International Trade. Chris also advises clients on issues related to other US trade laws, such as Section 232 of the Trade Expansion Act of 1962, Section 301 of the Trade Act of 1974, and the International Emergency Economic Powers Act (IEEPA). Chris has also counseled clients on trade issues arising out of bilateral and multilateral relationships with various US trading partners under the WTO agreements and other free trade agreements, including in connection with dispute settlement proceedings under the US-Mexico-Canada Agreement (USMCA).
Chris also has experience advising clients on international regulatory compliance issues. Chris has assisted clients in complex US export control compliance matters such as audits and internal investigations. Chris also counsels clients on national security and compliance issues related to US rules on foreign investment security, including on inbound foreign investments regulated by the Committee on Foreign Investment in the United States (CFIUS) and outbound foreign investments under the US Department of Treasury’s Outbound Investment Security Program (OISP).
Prior to joining Steptoe, Chris interned in the Office of General Counsel for the US Trade Representative in Washington. Prior to that he served as a judicial intern for Judge Gary Katzmann on the US Court of International Trade in New York City.
Chris earned his undergraduate degree from the University of Virginia and his J.D. from Georgetown University Law Center.
