Bill Streilein

As Chief Technology Officer, Dr. William Streilein leads the strategy, direction and management of Noblis’ technology, labs, patent portfolio and innovation programs. Notably, he directs Noblis’ cross-company Research Centers and Centers of Excellence, which bring experts together from across missions, domains and backgrounds. He provides direction and management of the Noblis Sponsored Research portfolio consisting of multi-domain research in artificial intelligence (AI), digital transformation, autonomous systems, applied sciences, modeling & simulation,energy & the environment, cybersecurity and digital engineering. Dr. Streilein is a distinguished leader in AI, cybersecurity and biotechnology, bringing more than three decades of experience in technology, research and national security to the Noblis mission. Prior to joining Noblis, Dr. Streilein served as principal staff within the Biotechnology and Human Systems Division at the MIT Lincoln Laboratory, where he provided strategic guidance on the adoption and application of AI for defense-related research, development and operations. Before that, he served as the inaugural Chief Technology Officer for the Department of Defense’s (DoD) Chief Digital and AI Office, guiding the DoD’s approach to data, analytics and AI, and playing a pivotal role in the 2023 DoD AI Strategy. Dr. Streilein holds a Ph.D. in Cognitive and Neural Systems from Boston University, a Master of Music in Electronic and Computer Music from the University of Miami and a Bachelor of Arts in Mathematics from Austin College. He maintains an active role in the academic community, serving as Chair of Artificial Intelligence for Cyber Security and as a senior member of the Institute of Electrical and Electronics Engineers.
