Eduardo Ortiz

Eduardo F. Ortiz is the CEO and owner of Coforma, a digital services firm that develops creative technology solutions to improve lives. He is a combat Veteran who served two tours of duty in the United States Marine Corps and several stints in government civilian agencies.

With more than 20 years of experience as a software engineer, UX designer, and product strategist, Eduardo held numerous leadership roles prior to founding Coforma, including Executive Creative Director at the U.S. Digital Service and Director of User Experience at Ralph Lauren.

Driven by a passion for removing barriers to critical services, Eduardo has grown Coforma into a leading Service Disabled Veteran Owned Small Business (SDVOSB). Coforma helps its government, nonprofit, and private sector partners build better digital products and services through a range of expertise spanning the development lifecycle, including product management and strategy, human centered design and research, full stack engineering, project management, and delivery.

Eduardo’s leadership is marked by a consistent record of industry recognition and civic commitment. Recently named a 2025 GovTech Connect Ignite and OrangeSlices Engage Federal Health 150 honoree, his influence builds on a foundation of excellence that includes being recognized as the SBA’s 2022 DC Small Business Person of the Year. Eduardo holds an undergraduate degree from Pontificia Universidad Católica Madrey Maestra in Santo Domingo, Dominican Republic, and an MBA fr om the University of Maryland. He is in the Smith Doctor of Business Administration program at the University of Maryland, specializing in information systems with a focus on digital transformation in government and compassionate service delivery.
