Kathleen Cowles

Kathleen is the Executive Vice President of DWPA, bringing over 30 years of national and international expertise in strategic planning, marketing, and sales, with a focus on global business and government organizations. A highly motivated, results-driven leader with deep knowledge of the technology industry, she excels at identifying and capitalizing on business opportunities, driving sales growth, leading teams, and delivering impactful results for her clients.

Kathleen spearheads executive engagement and leads the product and technology segment, acting as a catalyst for innovation and sustainable growth. Her team empowers companies in the technology sector with strategies, tools, and expertise to succeed in competitive markets. She focuses on navigating the technology landscape and uncovering business opportunities, collaborating with leaders in emerging technologies, platforms, and solutions to establish or expand their presence in government markets.

Kathleen has significant international experience, including 10 years in Kenya, Egypt, and Hungary, where she advanced American business interests in partnership with U.S. agencies.

A graduate of the University of Maryland, Kathleen remains active in alumni and mentoring programs. She is the Past President of AFCEA Bethesda and has held multiple leadership roles within AFCEA International and is currently a board member. She has earned honors such as the Medal of Merit and the Chairman’s Award. She also chaired the AI Subcommittee of the IACP Communications and Technology Committee and has routinely contributed to leadership initiatives with ACT/IAC.

Her commitment to volunteerism includes founding Junior Achievement International in Hungary, chairing the American International School of Budapest Board, and supporting causes like Wounded Warrior. Kathleen has been recognized with the U.S. State Department Volunteer of the Year Award and is a two-time Federal 100 Award recipient for her contributions to advancing government-industry collaboration.
