Lisa Spory is a seasoned professional with over 25 years of experience in Federal IT contracting and software development, focusing on high-performing program management and measurable growth. Her strong background in Finance and Decision Sciences provides her with exceptional technical acumen and strategic insights, supported by numerous certifications in Program Management and technology.
As Vice President of Program Management at ICF, Lisa manages a diverse portfolio of programs at the Department of Homeland Security (DHS). Previously, she oversaw programs within the Department of Transportation (DOT) at ICF, where she doubled her DOT portfolio in under ten months and led seven major programs using innovative technologies like Salesforce, Appian, and AI/ML.
Before joining ICF, Lisa was the Chief Technology Officer at BAO Systems, where she directed a global team in complex transformation projects and established a robust cybersecurity and data privacy program, significantly enhancing the company’s compliance with international standards.
Lisa has secured over $1 billion in contract wins, including significant achievements in the TSA FAST procurement and various DHS programs during her tenure as the DHS Line of Business lead at Sevatec/Octo. Her expertise in Agile methodologies has transformed program delivery, improving efficiency and reducing cycle times.
